Scripture suggests a clear role for government in ensuring the common good

1. hand : 공장, 농장, 또는 배의 일꾼(육체노동자). (a manual worker or assistant, especially in a factory, on a farm or on board ship)
2. ensure : 확실히 하다, 보장하다 ; 안전하게 하다. (to make something certain ; to assure or guarantee it ; to make a thing or person safe and secure) cf) insure는 ensure하기 위해 구체적인 조치를 취하는 것. ‘보험에 들다.’(~against, for)

This month we look at case studies of four major issues: poverty, the environment, public health, and obstacles to disaster relief. In each of these, the role played by the government is in dispute because of differences in political philosophy and political theology in the churches. As E. J. Dionne Jr.'s article in this issue points out, the debate over the proper role of government has become one of the biggest schisms in the church today. But it doesn't need to be.

1. case study : 사례 연구(특정한 개인이나 집단에 초점을 두고 검사, 관찰, 면접 따위의 방법으로 자료를 수집하여 종합적으로 그 사례의 문제를 이해하고 해결하려는 연구 방법).

4. in dispute : 논쟁 중이거나 격렬하게 논쟁을 하는 상태. (being debated or contested)
5. in this issue : this issue는 2007년 4월 소저너스 잡지의 표지이야기 주제를 말한다. 이 표지 글의 첫 번째가 E. J. Dionne Jr.의 글이다.
6. debate (over/on/about) : 공공 문제를 찬반으로 나누어 토론하는 것을 말하는데, 공개적으로 또는 광범위하게 논의를 전개한다는 의미에 초점이 있다.
7. schism : 분리, 분열, 또는 분열시키는 행위. (a breach or separation from the main group, or into opposing groups ; the act of encouraging such a breach or separation)
8. it doesn't need to be : be 다음에 one of the biggest schisms in the church today가 생략된 것.

There is a biblical role for the state, just as there is for the church. And they are not the same. According to Romans 13, the state is supposed to uphold the rule of law by protecting the innocent and punishing the guilty. It suggests a clear role for the government in ensuring the common good. And when the state fulfills its role properly, it allows the church to do its work in the world. The church must become "bilingual" in speaking the evangelistic message of the kingdom of God to all that will hear and also speaking to the state about its role and responsibilities. Justice, equity, and fairness are biblical concerns for the Christian community and standards to which the government should be held to account.

6. suggest : 가능성이나 추천으로 제시하다 ; 어떤 것을 불러일으키다 ; 암시하다. (to put forward as a possibility or recommendation ; to create an impression of something ; to evoke it ; to give a hint of something)
7. when ~ , it allows the church to do … : ~할 때, 교회가 …하는 것이 가능하다. 즉, ‘~해야 교회가 …할 수 있다.’
8. bilingual : 두 언어의 ; 두 언어를 유창하게 사용하는(사람). (written or spoken in two languages ; speaking two languages very well, especially with equal fluency ; a person who speaks two languages)
9. bilingual in speaking to A B and also speaking C to D : ‘A에게 B를 말하고, 또한 D에게 C를 말한다는 점에 있어서 2중 언어 사용자인.’ 앞에는 ‘~에게'(to A)가 목적어(B) 앞에 왔고, also 이하에는 ‘~에게’(to D)가 목적어(C) 뒤에 왔다.
10. Justice, equity, and fairness : 모두 비슷한 의미일 수 있는데, justice(정의, 또는 공의)는 ‘사회 제도 내에서 법적으로 실현되어야 할 정의’를 뜻하고, equity(평등)는 '천부적 권리'를 함축하는 것으로 영국의 법 전통에서 처음으로 언급한 개념이다. fairness(공평)는 방송매체에서 공공 문제를 보도할 때 편파성을 띠지 않도록 해야 한다는 원칙을 나타내는 개념으로 쓰이는데, 경쟁을 조건으로 하는 제도와 관련될 때 쓴다.
11. concerns for ~ : concern이 복수로 쓰이면 ‘가장 중요하게 여겨지는 것’을 뜻한다. (the things that they consider to be important). ' ~ 에게 있어서의 주요 관심사.'
12. standards to which the government should be held to account : hold(call/bring) someone to account는 ‘누군가의 책임을 묻다(to consider them responsible).’ the government should be held to account to standards에서 account to의 to가 standards를 가리키는 which 앞으로 갔다.
13. standard : ‘받아들여질 만한 어떤 질이나 성취의 수준’ 또는, ‘다른 어떤 것의 질이나 가치를 판단하기 위해 사용하는 어떤 기준이나 척도’를 뜻한다. 두 가지 의미로 다 이해할 수 있다. 즉, 정부가 책임지고 도달해야 할 어떤 수준이면서 동시에 정부는 그 수준에 도달하느냐의 여부에 따라 그 정부의 가치가 평가된다. (a level of quality or achievement, especially a level that is thought to be acceptable. A standard is something that you use in order to judge the quality of something else)


One could say that people of faith should endorse a "limited" view of government. But this is not the same as the conservative argument for small government, which sometimes cynically translates as an attempt to reduce the ability of the public sector to counter the power of wealth in a society. But neither is it an argument for big government that usurps more and more control and puts in jeopardy both individual rights and countervailing powers to the state. The answer to the endless Left-Right debate is neither small nor big government, but rather effective, smart, and good government.

1. endorse : 지지나 인정을 공식적으로 밝히는 것. (say publicly that you support or approve of them)
2. a ‘limited’ view of government : 정부의 역할을 제한적으로 바라보는 견해. view of government는 ‘정부가 지니는 관점’으로도 이해될 수도 있고, ‘정부를 바라보는 관점’으로도 이해될 수 있다. 여기서는 후자로 보는 게 적절하다.
3. the same as ~ : ~와 똑같은 것. the same 다음에는 as가 온다.
4. which sometimes cynically translates ~ : which는 앞의 the conservative argument for small government를 가리킨다. which는 주격 관계대명사로 which가 이끄는 절의 서술어는 translates.
5. translate as ~ : ~로서 번역되다. translate는 타동사, 자동사 모두로 쓰이는데, 여기서는 자동사로 쓰였다.
6. an attempt to reduce ~ : ~를 줄이려는 시도.
7. the ability of the public sector to counter ~ : 공공 부문이 ~에 맞서는 능력. 즉 to counter ~는 앞의 the ability of the public sector, 그 중에서도 ability를 꾸며준다.
8. neither is it an argument for big government : it is neither an argument ~ 의 도치 구문. neither는 not either(~도 또한 아니다). an argument for big government는 '큰 정부를 외치는 주장.'
9. big government that usurps ~ and puts ~ : that절은 주격 관계대명사. ~를 usurp하고  ~를 put하는 큰 정부.
10. puts in jeopardy both A and B : put의 목적어(both 이하)가 길어서 뒤로 빠지고, 부사구인 in jeopardy가 앞에 왔다. ‘A와 B 둘 다 위험에 빠뜨리다.’
11. countervail : 주로 countervail against something의 형태로 쓰인다. 동일한 효과를 내며 어떤 것에 반하여 행하다(대항하다). (to act against something with equal effect). countervailing powers는 ‘대항하는 힘(세력).’
12. ~ but rather … : ~가 아니라 오히려 …이다.
13. smart : 말끔하고 단정하게 옷을 입은 모습이나 값비싸고 세련되고 멋진 모습 ; 영리하고 명석한 ; 일이 빠르고 능숙하고 효과가 있는 ; 훌륭하고 인상 깊은 모습. (neat, trim and well-dressed or expensive, sophisticated and fashionable ; clever, witty, astute or shrewd ; quick, adept and efficient in business ; impressive and excellent)


All three sectors of a society need to be functioning well for its health and well-being - the private (market) sector, the public sector, and the civil society (nongovernmental and nonprofit organizations, of which faith communities are a part). It is like a three-legged stool. When one leg is too long, the stool loses its balance. Each sector has crucial roles to play. Each should do what only it can do, and not replace what the others can do better. A society works when each sector does its share and does what it does best.

1. need to be functioning : need to function(기능해야 한다)이라고 해도 되나, 굳이 to be functioning의 진행형으로 표현한 것은 ‘지금 이 순간 잘 돌아가고 있는 상태’를 더 강조한 것이다.
2. of which faith communities are a part : which 이하는 앞의 비정부 및 비영리단체를 가리킨다. Faith communities are a part of nongovernmental & nonprofit organizations의 문장에서 of 이하가 앞으로 가서 which가 받고, of가 따라가서 which 앞에 쓰인 것. of which는 관계대명사의 소유격.
3. crucial : 결정적으로 중요한, 따라서 매우 중요한. ‘본질적인’이란 뜻과도 상통한다. (decisive, critical, very important ; essential)
4. what only it can do : 그것만이 할 수 있는 것. only는 강조하는 것 앞에 쓴다.
5. replace : 어떤 것을 본래 자리로 되돌려놓다 ; ~를 대신하다(보완하다). (to put something back in its previous position ; to take the place of or be a substitute for someone or something)


After Hurricane Katrina, religious communities were among the first to give practical assistance to the people of the Gulf Coast - and they did so far better and faster than every level of government. While many government agencies were exposed for their incompetence, religious communities showed both more compassion and better effectiveness. Many pointed out these facts to bolster their arguments against the role of government generally.

1. among the first to give ~ : ~를 제공하는 첫 번째 집단 가운데.
2. give A to B : B에게 A를 제공하다(3형식). 여기서 to B는 부사구. give B A (B에게 A를 주다)로 표현하면 B는 목적어가 된다(4형식). B가 길 경우에 이처럼 3형식으로 쓰인다.

But while churches can bring relief, they can't rebuild levees. And if you applied the entire budgets of all our religious congregations to poverty relief, it would still fall far, far short of the need, at home and around the world. Churches can't provide health care for 46.6 million Americans who don't have it, ensure enough affordable housing for working families, provide Social Security for the elderly or a social safety net for children. Only governments, often working with the civil society, can do that. Nor can the churches provide jobs that provide a living family income for parents and their children. Only the private sector and the labor movement can assure adequate and fair employment.

1. relief : 고통이나 걱정, 압박이나 재난을 줄이거나 제거하는 것, 또는 그 후에 찾아오는 안도감이나 기쁨 ; 필요한 사람들에게 돈이나 옷, 음식, 의약품을 제공하는 도움. (the lessening or removal of pain, worry, oppression or distress ; the feeling of calmness, relaxation, happiness, etc which follows the lessening or removal of pain, worry, etc. ; help, often in the form of money, food, clothing and medicine, given to people in need)
2. apply : apply A to B 형태로, ‘어떤 기술, 규칙, 이론 등을 실질적으로 적용하다’는 뜻인데, ‘(자금 등을) 돌리다, 충당하다’는 뜻으로도 쓰인다(쓰다, 사용하다). (to put a skill, rule, theory, etc to practical use ; used to refer to them)
3. fall (far, far) short of ~ : ~에 (훨씬) 미치지 못하다. far는 여기서 short를 꾸며주는 부사로 쓰였으며, 거리나 정도, 시간 등의 표현에서 ‘아주 큰 정도로’를 의미한다. (far : at, to or from a great distance ; to or by a great extent)
4. affordable : 어떤 것을 소비할 만한 충분한 돈이나 시간을 가진 상태(~ 할 수 있는). (to have enough money, time, etc to spend on something ; to be able to do something, or allow it to happen, without risk)
5. enough affordable housing : enough는 형용사 뒤에서 꾸며주나 명사를 수식할 때는 주로 앞에서 꾸며준다. enough affordable이 함께 housing을 꾸며준다.
6. provide A for B : B에게 A를 제공하다. for 대신에 with을 쓰면 provide B with A의 형태(B에게 A를 제공하다)가 된다.
7. Nor can the churches provide A for B : 도치 구문. 교회는 또한 B에게 A를 제공할 수 없다.
8. jobs that provide a living family income : that부터 income까지가 jobs를 꾸며준다. ‘가족 생활비를 제공해주는 일자리.’

Many conservative Christians have over-emphasized the role of the private sector (and perhaps have been overly suspicious of the role of government), an attitude that has flowed in part from a theology of personal piety. But, as Ron Sider explains in this issue, scripture recognizes the responsibilities of government for society, with governing authorities held accountable to biblical imperatives for "justice" and "righteousness."

1. overly : 지나치게 ; 과도하게. (too; excessively)
2. an attitude that ~ : that은 주격 관계대명사. that이하가 an attitude를 꾸며준다. an attitude는 앞 문장 전체와 동격으로 볼 수 있다.
3. as Ron Sider explains ~ : ‘as S(주어) +V(서술어)’는 ‘S가 V 하듯이.'
4. recognize : 이미 경험하거나 알았던 사람(사물)을 알아보는 것 ; 깨닫고 있거나 인지하고 있는 상태 ; 감사나 인정하고 있음을 보이는 것 ; 어떤 것을 타당한 것으로 받아들이는 것. ‘정부나 국가의 지위와 합법성을 인정하다’는 의미도 지닌다. (to identify a person or thing known or experienced before ; to admit or be aware of something ; to show approval of and gratitude for something, to reward something ; to accept something as valid ; to acknowledge the status or legality of especially a government or state)
5. accountable : 책임 있는 ; 어떤 행동이나 행위를 설명하거나 변호해야 하는 것 ; 설명할 수 있는. (responsible; having to explain or defend one’s actions or conduct ; explicable)
6. with governing authorities held accountable to ~ : with 구문은 '…하여,…한 채로, …하면서’를 나타내는 부대상황. 'with +명사/대명사' 뒤에 ‘전치사가 달린 구·부사·형용사·분사 등의 보충적 요소(held accountable to ~)’가 뒤따른다. held는 수동태. ‘통치하는 권위는 ~에 대한 책임을 지니면서.’
7. righteousness : 이슬람, 유대교, 기독교의 중요한 신학적 개념이다. 신의 속성 중의 하나를 말하는 것이기도 하고, 사람의 ‘의로움’을 뜻하기도 하는데, 여기서 의로움이란 신에 의해 의롭다고 여겨지는 것이다. (the important theological concept in Islam, Judaism and Christianity : an attribute of God whereby He is said to be holy and righteous, or righteousness of man as being "judged" or "reckoned" as righteous by God)

I BELIEVE THE future will see a myriad of "new partnerships" formed to solve many of our social problems. That's because the problems are simply too large for one sector of society to solve. It will take all of us, finding new allies and common ground. But for those new partnerships, we will need some new thinking. Practically, this means we have to develop a strategy for the whole community, including mayors and city councils, judges and police, churches and schools, nonprofit organizations and foundations, business leaders and union officials, families and even the media.

1. myriad : 셀 수 없이 많은, 무수한(numberless; innumerable). myriads나 a myriad of something의 형태로 쓰여 ‘극히 큰 수’(an exceedingly great number)를 뜻한다. 16c 그리스어로 myrias는 ‘10,000’이다.
2. see A formed to ~ : see A formed의 형태의 5형식 문장. formed는 수동태로, 목적어 A의 보어이다. ‘A가 형성되는 것을 보다.’ ‘to ~’는 부사적 용법으로 ‘~하기 위해서’.
3. That's because ~ : 그것은 ~ 때문이다.
4. too large for A to B : A가 B하기에는 너무 크다.
5. It will take all of us : take는 it과 함께 쓰이면 ‘필요로 하다’(to need or require)는 뜻.
6. finding new allies and common ground : 분사 구문. ‘새로운 연대와 공통기반을 발견하면서.’
7. common ground : 사회 관계·논쟁·상호 이해 등의 공통 기반이나 공통점. 종종 토론의 출발점이 된다. (an area of mutual agreement or shared interest, often used as a starting-point for discussion)
8. thinking : 사고하는 행위 자체, 또는 의견이나 판단. (the act of using one’s mind to produce thoughts ; opinion or judgement)
9. strategy : 군사 전략 ; 미래의 성공이나 발전을 위한 장기 계획. (the process of, or skill in, planning and conducting a military campaign ; a long-term plan for future success or development)

As to who should do what, there is a principle of Catholic social teaching that can help us - it's called subsidiarity. "Subsidiarity" simply means that issues should be addressed first by the "competent authority" closest to the problem. But the same Catholic teaching says, "Larger government structures do have a role when greater social coordination and regulation are necessary for the common good."

1. as to ~ : ~에 관하여.
2. ~ that can help us : that은 주격 관계대명사. ‘우리를 도울 수 있는 ~.’
3. subsidiarity : 중앙 통치 조직이 그 조직을 이루고 있는 구성 조직들, 즉 주와 각 사회 부문과 지방 정부 등이 그 규모의 수준에서 푸는 데 더 적절하다 판단되는 문제나 결정, 조치 등에 대한 결정권을 가지는 것을 인정한다는 원칙. 모든 결정은 가능하면 지역 수준에서 이뤄져야 한다는 것으로 ‘보완성,’ ‘보충성’ 등으로 해석된다. (the principle which states that matters ought to be handled by the smallest or, the lowest competent authority)
4. address : ‘연설이나 강의를 하다’는 뜻인데, ‘주의를 기울이다’를 의미하기도 한다. (to make a speech, give a lecture, etc to a group of people ; to speak to someone ; to give one’s attention to)
5. competent : '효능이 있는, 어떤 것을 하는 데 있어 충분한 기술과 훈련이 되어 있는'이란 뜻과 함께, ‘법적으로 할 수 있는 자격이 있는’의 의미를 함께 담고 있는 것으로 볼 수 있다. (efficient ; having sufficient skill or training to do something ; legally capable)
6. by the ‘competent authority’ closest to the problem : ‘그 문제에 가장 가까운.’ 앞의 competent authority를 꾸며준다. closest 앞에 which is가 생략된 것.
7. do have a role : do는 강조를 위해 쓰였다. ‘역할을 지니다.’
8. coordination : 많은 다른 부분과 과정들을 통합하고 조정해서 서로 조화롭게 관계 맺도록 하는 것. (to integrate and adjust a number of different parts or processes so as to relate smoothly one to another ; to combine harmoniously)


The clear message is that overcoming poverty, for example, is not the job of only one sector; it is a shared responsibility. We have to work out a shared strategy together. In each of our local communities, and at the level of national politics, we must insist that there are public commitments, safeguards, standards, and allocations of resources that only government can accomplish or ensure. But at the same time, the vision and energy needed to overcome difficult social problems are frequently most available in what many have called the "mediating institutions" of the civil society. Why not use all our resources and institutions, and in the best possible combinations? That's the new partnership.

1. a shared responsibility : 책임이 공유되고 나눠지는 것.

4. in what many have called ~ : 많은 사람들이 ~라고 부르는 것 안에서.
5. why not : 왜 아니겠는가?


This "pluralist" approach to problem solving could attract great support from concerned people across the political spectrum. A new mobilization will be required on a level we haven't seen before, combining the energy of the churches and nonprofits with that of business and government. A new strategy will be required, based on empowering small-scale projects closest to the problems while tapping the moral strength of religious communities. A new collection of resources will be required, making a moral claim on public budgets but also on the profits of corporations and the purses of philanthropic institutions. Finally, a new accountability will be required, holding us all responsible for the health of our communities.

1. problem solving : 두 단어가 하나의 명사형으로 쓰였다. ‘문제 해결.’

7. tap : 이용하다 ; 지식의 원천 등을 열다 ; 토지, 광산 등을 개발하다 ; 한 지방에 판로를 열다. (to start using a source, supply, etc)
8. making a moral claim on ~ : ~에 대한 도덕적인 주장을 하면서. 즉, ‘~를 요구하는 것이 도덕적으로 타당하다’는 뜻.
9. a moral claim on A but also on B and B' : A뿐만 아니라 B와 B'를 요구하는 도덕적으로 타당한 주장.
