Political manipulation of religion only compounded the crime of political neglect of the poor

1. manipulate : 특별히 자신의 이익을 위해 사람이나 사물을 영악하게 조정하여 비도덕적으로 영향을 미치다. (to control or influence someone or something cleverly and unscrupulously, especially to one’s own advantage)
2. compound : 혼합물을 만들다(섞다). ‘문제를 더 복잡하게 하거나 악화되게 하다’는 뜻이 있는 반면, 어떤 대가로 범행을 묵과하기로 ‘동의(타협)한다’는 뜻과 더불어 특별히 재정적인 문제에서 ‘합의에 이르다’는 뜻을 함께 지닌다. 섞이는 것은 문제를 더 복잡하게 하기도 하고 합의에 이르는데 불가피한 선택이기도 하다. (to make especially something bad much worse; to complicate or add to a difficulty, error, etc. ; to come to an agreement with them, especially a financial one)
3. neglect : 적절한 돌봄이나 주의를 기울이지 않은 채 손을 놓고 있는 것(방치). (not giving proper care and attention to someone or something ; failing or omitting to do something ; leaving duties and etc undone)

David Kuo is the author of a new book called Tempting Faith: An Inside Story of Political Seduction. Kuo was a special assistant to the president and the number two official at the White House office on faith-based initiatives from 2001-03. He could be a big problem for the Bush administration, because he asserts that the famous White House faith-based initiative fell far short of its bold promises, was a cover-up for very bad domestic policies on poverty, and was cynically politicized to serve partisan Republican purposes.

1. tempt : 특별히 무모하게 어떤 것을 함으로써 위험을 초래하는 것. 혹은 주의를 끌거나 매혹해서 잘못된 일이나 어리석은 일을 하도록 설득하는 행위를 뜻하는데, ‘시험하다’라는 뜻에서 기원했다. 2. faith-based (and community) initiatives : 신앙에 기초한 지역사회 정책 발의. 미국 사회의 문제를 교회 등 종교단체들이 고쳐나가도록 지원하겠다는 게 주된 내용으로, 사적인 신앙에 기초하여 운영되는 프로그램과 정부의 역할이 혼합된 부시 정부의 정책이다.
3. initiatives : 목표를 향해 첫발을 내딛거나 시작하는 권리나 힘, 또는 그 시작이나 선취, 혹은 그것을 결정하고 풍부한 해결책을 가지고 결정한 바를 집행하는 그러한 능력을 뜻하기도 한다. 발의권 또는 국민발안. (the ability or skill to initiate things and take decisions or act resourcefully ; a first step or move towards an end or aim ; especially the right or power to begin something ; the right of voters, eg in Switzerland and certain US states, to originate legislation)
4. could be : 그럴지도 (모른다), 아마 (그럴 거야). 여기서는 종속절(because ~)의 시제가 asserts로 현재이므로 could를 과거형으로 보기 어렵다.
5. asserts that S(주어)+ fell(과거동사) ~ , was(과거동사) a cover-up ~ , and was(과거동사) cynically ~ 의 형태 : S가 ~ 했고, ~ 이였고, 그리고 ~ 이였다고 단언하다.
6. bold : 두드러지고 눈에 띄는 상태. 특히 남들이 보기에 대담하고 도전적이며 무모하다고도 생각될 정도로 용감함을 뜻한다. (striking and clearly marked, noticeable ; not showing respect, impudent) cf) courageous는 위험·곤란에 직면해서도 그에 굴하지 않는 ‘정신적 용기’를, brave는 ‘행동적인 용기’를 강조한다.
7. was cynically politicized : cynical은 다른 사람(일)의 진지성이나 선한 측면을 믿으려 하지 않는 태도. (disinclined to believe in the goodness or sincerity of others) 정략적으로 이용당해버린 것(was politicized)은 지켜보는 이로 하여금 ‘뭐 그런 게 늘 그렇지’(cynically) 하는 냉소적인 태도를 더욱 부추긴다.

It’s strong stuff. Kuo says he was “dazzled” by George W. Bush and his idea of “compassionate conservatism,” but that Bush never followed through with his promises. The actual funding fell far short of the $8 billion the president personally pledged for his faith-based initiative - about 1 percent of the pledge - while effective domestic programs for low-income families were slashed to pay for tax cuts mostly favoring the rich.

1. dazzle : 현혹하다. ‘눈부시게 하다’라는 뜻으로, ‘감탄케 하다’는 의미를 지니지만, ‘(빛이 세서) 바로 보지 못하게 하다’는 뜻도 있다. 감탄이나 지나친 선호는 종종 맹목으로 이어져 객관적으로 보지 못하게 한다. (to impress someone greatly by one’s beauty, charm, skill, etc. ; to make someone unable to see properly, with or because of a strong light)

4. follow-through : 공을 친 후에 방망이를 끝까지 휘두르거나, 계획·연구·의논 따위를 끝까지 해내는 것을 의미한다. (the continuation of the swing of a stroke after hitting the ball ; further investigation or testing)
5. personally : 직접, 개인적으로 (in person, as a person)
6. slash : 종종 무분별하고 폭력적으로 타격을 가함으로써 어떤 것에 깊은 상처를 내며 잘라낸다는 의미. (to cut by striking violently and often randomly ; to make long cuts or gashes in something)


Bush talked a lot about his faith-based program but never fought for it, according to Kuo. He believes the president’s campaign speech on faith-based initiatives “was one of the most important political addresses given in the last generation,” but Kuo says the failure to deliver on those promises came before 9/11. In the end, Bush delivered only “a whisper” of the promise and let the “compassion agenda” languish.

1. the failure to deliver on those promises : 그러한 약속을 이행하는데 있어서의 실패. ‘deliver on ~ ’은 ‘ ~(약속 등)을 이행하다’는 뜻.
2. whisper : 속삭이는 수준의 말, 또는 루머나 가십. (a whispered level of speech, a rumour or gossip)
3. languish : 고난이나 불편 속에서 시간을 보내어 활력이나 에너지를 상실하고 수척해져서 슬퍼 보인다는 뜻. ‘오랜 시간을 슬픔 속에서 헛되이 보내다’는 뜻을 함축한다. (to spend time in hardship or discomfort, to grow weak, to lose energy or vitality, and to look sorrowful ; pine, waste away from grief a long time)

Only a fraction of the money promised was ever appropriated and disbursed, and the program also tended to favor organizations friendly to the White House political agenda, claims Kuo. I have also been told of extremely pro-administration, pro-Republican, and anti-Democratic political rhetoric at meetings of the faith-based initiative grantees. Kuo further alleges that former White House political director Ken Mehlman used the office to mobilize religious voters in 20 targeted races - 19 of which were won by Republicans. Kuo says the outreach was directed both at conservative evangelicals and at traditional Democratic allies in racial/ethnic communities that are highly sensitive to religious messages and Republican wedge issues. Kuo charges that this was the exploitation of religion for political ends in which “good and well-meaning people are manipulated,” and that “God and politics were fused together.”

3. favor : 호의로 대하다. 어떤 사람이나 어떤 것에게 이익을 주다. (to give an advantage to someone or something)
4. meeting : 토론·결정 등을 목적으로 하는 모임. cf) conference는 특정한 문제에 대해 의견을 교환하고 토의하기 위한 회의이며, gathering은 비공식적이며 주로 사교적인 집회이다.
5. outreach : 보다 넓은 지역사회에 대한 봉사 및 복지 활동. 그러한 활동의 확대를 위한 연대의 노력을 뜻하기도 한다. (an effort by an organization or group to connect its ideas or practices to the efforts of other organization, groups, specific audiences or the general public)
6. ally : 한 이슈에 대해 기꺼이 또 다른 누군가의 편이 되려는 사람을 뜻하며, 특별히 전쟁 시기에 협조와 지원에 동의해 온 나라나 주, 혹은 통치 주체를 말한다. (a country, state, sovereign, etc that has formally agreed to help and support another, especially in times of war ; a someone who is willing to side with someone else over an issue)
7. charge : 범죄에 대해 어떤 사람을 공개적으로 비난하다(고발하다). (to accuse someone officially of a crime)
8. exploitation : 자신의 목적을 성취하기 위해 사람이나 사물을 부당하게 이용하는 것. 주로 자연과 관련해 많이 쓰는데, 인간의 입장에선 좋은 이용 같지만(개척, 개발 등) 자연의 입장에선 부당한 이용(착취)으로 볼 수 있다. (to take unfair advantage of something or someone so as to achieve one's own aims ; to make good use of something)
9. be fused together : 함께 녹아버림으로 결합하게 된 결과로 작동을 멈추게 된다는 의미를 함축한다. (to join by, or as if by, melting together) cf) fuse : (said of an electric circuit or appliance) to cease to function as a result of the melting of a fuse


Is anybody surprised that a White House ruled by the likes of Karl Rove and Dick Cheney would engage in manipulation of religion? I recall the reflections of the first head of the faith-based office, John Dilulio, who left after six months. Dilulio later cited the disconnects between the White House’s faith-based office and the domestic policy advisers, whom he referred to as “Mayberry Machiavellians.”

1. the likes of ~ : ~와 같은 이들. the likes of me는 ‘나 같은 (하찮은) 것들, 소인들, 나 같은 놈’을 뜻하고, the likes of you는 ‘당신 같은 (훌륭한) 분들’을 의미한다.
2. would : 과거의 습관·동작 등의 반복에 관한 회상을 나타내는데, ‘…하곤 했다, 흔히 …하였다’의 뜻. 또는 말하는 사람의 과거에 관한 추측으로 ‘…이었을[하였을]것이다’라는 의미로 쓰였다.
3. disconnect : 가스 공급이나 전화와 같은 공공 서비스의 공급을 끊거나 연결을 차단한 상태. 여기서는 소통이나 교류의 단절. (break of the connection between ~ ; stop of the supply of a public service such as the gas supply or the telephone)
4. whom : the domestic policy advisers를 가리킨다. referred to의 관계대명사(목적격).
5. refer to : 언급하다. 여기서는 ‘넌지시 빗대어 언급하다’는 뜻. (to mention or make allusion to it)
6. Mayberry : 60~68년에 방영된 미국 TV 시트콤인 ‘The Andy Griffith Show and Mayberry R.F.D’의 배경인 노스캐롤라이나의 허구상의 마을 이름. 작은 시골 마을로, 독특한 인물들이 상당히 굼뜨게 살아간다. 정거장이란 딱 하나 있고 범죄도 대체로 없다. 총을 거의 지니고 다니지 않는 마을 보안관인 앤디 테일러의 일상을 묘사했다. 그는 대부분의 시간을 법 집행보다는 그의 부관인 바니 피페(Barney Fife)의 괴상한 물건들에 더 많은 시간을 보낸다.
7. Machiavellians : 개인적인 이익을 위해 다른 사람을 속이고 이용해먹는 사람들.

Kuo describes the cynical character of the faith-based program, where White House officials would regularly “roll their eyes” privately about religious leaders and refer to them with disdain, even calling them “nuts,” while in public praising them as allies and reaching out to their constituencies for votes. Kuo writes, “National Christian leaders received hugs and smiles in person and then were dismissed behind their backs and described as ‘ridiculous,’ ‘out of control,’ and just plain ‘goofy.’” On 60 Minutes in mid-October, Kuo said, “You name the important Christian leaders, and I have heard them mocked, by serious people in serious places.”

1. regularly : 중간 크기를 뜻하는 regular의 부사형. 일반적으로 받아들여지거나 선호되는 식으로 ‘적당히’ 행동하는 것을 의미하는데, 이 ‘적당히’라는 뜻은 ‘감쪽같이, 철저히’라는 의미와도 상통한다. (originally US medium-sized ; Amer colloq behaving in a generally acceptable or likeable way)
2. privately : ‘공개적이지 않게, 대중에게 허락되지 않게 비밀로 된’이란 뜻으로 쓰였다. (not open to, or available for the use of, the general public ; kept secret from others)
3. nuts : ‘미친, 제정신이 아닌’이란 뜻의 형용사. 무시와 경멸, 혐오가 담긴 감탄사로도 쓰인다. (insane, crazy ; exclamation expressing defiance, contempt or disappointment, etc)
4. ridiculous : 바보 같고 불합리한 (silly or absurd). cf) foolish는 지능이 모자라 건전한 판단력이 없는 것을 말하고, silly는 정신적 결함은 없지만 행동이 상식적이 아니어서 바보 같고 지각없는 것을 말한다. stupid는 선천적으로 지능이 낮아 정상적인 이해력이 없는 상태.
5. plain : 부사로 ‘아주, 완전히, 철저히’라는 뜻을 지닌다. (utterly; quite)
6. goofy : 이빨이 튀어 나온 모습으로 바보 같고 정신이 나가 보이는 상태. (silly, crazy ; said of teeth, protruding)
7. name : 이름으로 어떤 사람이나 사물을 언급하거나 정체를 확인하는 것. ‘~ 의 (올바른) 이름을 대다, 선택하거나 지명하다’. (to mention or identify someone or something by name ; to choose or appoint)
8. serious : ‘무거운 분위기의, 중요한 문제를 다루는, 확고한 의도를 보이거나 열정적인’이란 뜻인데, 때로는 ‘유명한’이란 뜻으로도 살짝 쓰인다. (grave or solemn, not inclined to flippancy or lightness of mood ; dealing with important issues ; important, significant ; showing firmness of intention; sincere or earnest ; notable, renowned)

For full disclosure, I should say that I’ve known David Kuo for years. We met at a retreat and began a conversation that has lasted ever since. He was and is a conservative evangelical Christian, as he said on 60 Minutes, and he was quite unhappy with the many contradictions and hypocrisies of liberalism. I had to agree with much of his critique. But he also genuinely cared about the poor, and that was our point of connection. Kuo was one of those genuine “compassionate conservatives” that many liberals don’t believe really exist, but truly do. Yet he eventually came to realize that there weren’t many compassionate conservatives in the White House, which preferred to use the religious community for its own political purposes.

1. care about ~ : ~에 대해 염려하거나 관심을 기울이다. (usually care about or for someone or something) to concern oneself about them or be interested in them)
2. connection : (…사이의) 관계, 관련. relation보다 더 구체적이고 밀접한 관계.
3. those ~ that many liberals don’t believe really exist, but truly do : 여기서 those ~ 다음의 that이 but 다음에도 온다고 보면 된다. 즉, many liberals don't believe those ~ really exist, but those ~ truly do(exist)에서 ‘those ~'가 선행사로 that 앞에 쓰였다.


When asked if he believed the White House will now come after him, Kuo replied, “Of course they will, I can hear the attacks, ‘Oh, he’s really a liberal, or maybe that brain tumor really messed up his head.’” (Kuo survived a bout with brain cancer while serving in the White House). But, he said, “I have this burden on my heart that the name of God is being destroyed in the name of politics. … I felt like I had to write this.”

1. When asked if ~ : when과 asked 사이에 he was가 생략되었다. ‘ ~ 인지 그가 질문을 받았을 때’.
2. mess up : …에 정신적 충격을 주다, 걱정을 끼치다, 신경증에 걸리도록 만들다. (to put or get it into an untidy, dirty, confused or damaged state; to spoil)

KUO AND I HAD lunch just before he left the White House, and he told me of his plans to resign. “I believe the president really has a heart for the poor,” he told me, “but I don’t think it matters.” It was a stunning statement, clearly suggesting that other priorities ruled at the White House. “So,” he told me, “I am going to leave before he breaks my heart.” Now Kuo is the Washington editor for Beliefnet and oversees the God’s Politics blog.

1. stunning : 놀랄 정도로 아름답거나 매력적이어서 심히 깊은 인상을 주는. (extraordinarily beautiful, attractive, etc. ; extremely impressive)
2. break someone’s heart : 사랑을 보답하지 않아 큰 슬픔에 빠뜨리다. (to cause them great sorrow, because one does not reciprocate their love)


The White House Office of Faith- Based and Community Initiatives hired some of the best people around. Its first two directors, DiIulio and Jim Towey, are people I greatly respect and consider friends. DiIulio realized quickly what the White House priorities were and got out, while Towey, in my opinion, stayed too long.

1. hire ~ around : 주변으로(가까이에) ~를 고용하다.
2. people I greatly respect and consider friends : 원래는 I greatly respect people(them) and consider people(them) friends의 문장인데, people이 선행사로 I 앞에 쓰였다. 'consider A (as 없이) B'는 ‘A를 B로 여기다.’


In the beginning, I supported the initiative too, and I met with President Bush and other religious leaders on several occasions to discuss it. I believed, and still do, in a level playing field for faith-based organizations, which ought to be eligible for public funding if they obey federal law and guidelines and do not use social service funding for explicitly religious purposes. “Fund results, not religion,” as Dilulio used to say. But I said to President Bush early on that partnerships with faith-based organizations should never become a substitute for sound domestic policies aimed at serious poverty reduction. And that’s exactly what happened. Then political manipulation of religion only compounded the crime of political neglect of the poor.

1. believe in ~ : ~ 의 존재를 믿다. '공정한 경쟁의 장(level playing filed)'를 믿다.
2. and still do : do는 believe를 받는다.
3. playing field : 운동 경기가 펼쳐지는 구장. 은유적으로는 경쟁적인 활동이 일어나는 장소나 배경을 말한다. 또한 정부 규제와 같은 어떤 외적 간섭도 없는 상태에서 공정하게 경쟁을 할 수 있는 능력을 보장해주는 공정한 상태를 의미한다. 4. which : 앞의 faith-based organizations를 가리킨다. 뒤의 they도 역시 이들 종교 단체들.
5. said to ~ on that : ~에게 that 이하라고 계속(on) 말했다.
6. should never become : 앞의 주절(But I said to ~)의 동사 said가 과거형이므로 여기서 should는 시제 일치에 따른 shall의 과거형으로 쓰였다.
7. aimed at ~ : ~를 목표로 둔. 수동태로 쓰여서 앞의 sound domestic policies를 꾸며준다.


Read Tempting Faith, written by a real compassionate conservative, and weep for the loss of what could have been. Then beware of those who would manipulate genuine faith for partisan political purposes.

1. the loss of what could have been : what could have been은 있을 수 있었던 것. 즉, 빈민을 위한 의미 있는 정책들과 그 실질적인 집행들을 가리키는 것으로, 그 정책과 실행이 상실되고 말았음을 의미한다.
2. beware of : 어떤 사람이나 일에 대해서 경계하다. 특히, 누군가가 어떤 것을 하는지 안 하는지 살핀다는 뜻. (to be careful of it or to be on one's guard against something or someone ; to take care that one does or does not, do something)
3. would + 동사원형 : 과거의 불규칙한 습관을 나타내기도 하고, 현재나 미래에 대한 귀결절에서 무의지 또는 의지를 가정하여 표현할 때도 쓰인다(~ 할 것이다, ~ 할 생각인데). 또는 조건절 내용을 언외에 함축시켜 완곡하게 표현하여 ‘~ 일 것이다’를 뜻하기도 한다. 여기서는 과거에도 그랬고 앞으로도 그럴 사람들을 다 뜻한다고 봐도 무방하겠다.
