재외동포 단체 ‘2017 희망 Together’가 반기문 사무총장 대선 출마 반대 표명

[뉴스 M (뉴욕) = 경소영 기자] 반기문 유엔 사무총장의 사실상 대선 출마 선언에 미주 동포들이 반대를 표명하고 나섰다. 

반 총장은 지난 20일 뉴욕 유엔본부에서 열린 기자회견에서 “제가 10년 동안 유엔 총장을 역임하면서 배우고, 보고, 느낀 것이 대한민국 발전에 도움이 된다면 제 한 몸 불살라서라도 노력할 용의가 있다”고 말했다. 사실상 다음 대선에 출마하겠다고 밝힌 것이다. 

이에 재외동포 단체 ‘2017 희망 Together’가 반기문 사무총장의 대선 출마 반대를 표명했다. 단체는 “유엔 사무총장 임기 동안에도 수많은 국가 간 문제, 테러, 난민 문제 등에 우려만 표하는 데 그쳐 ‘우려 사무총장’이라는 불명예스러운 별명까지 받은 자”라고 지적했다.

한편 "2017 희망 Together"는 대한민국의 민주주의와 인권 회복을 위해 노력하는 재외 동포 단체 및 개인이 함께하는 활동이다. 다음은 “희망 Together”의 반기문 총장 대선 출마 선언에 대한 입장 전문(한국어, 영어)이다. (영문 번역/ 김은주)

반기문의 노욕, 대한민국을 넘보게 할 수 없다.

대한민국 역사상 전대미문의 국정 농단으로 박근혜 대통령의 국회 탄핵 의결이 통과 된 지 며칠 되지도 않아, 반기문 유엔 사무총장은 대한민국 대통령 선거에 출마하겠다고 선언했다. 

직전 사무총장인 코피 아난의 경우, 퇴임 후 가나에서 차기 대통령감으로 거론되기도 했으나 출마하지 않은 채 2007년 비영리 기구 ‘코피 아난 재단’을 만들어 활동했고, 이후 2012년 유엔•아랍리그의 공동 특사로 시리아에 파견돼 시리아 내전 종식을 위해 힘쓰고 있다.

유엔 설립 이듬해인 1946년에 채택된 유엔 총회 결의안에는 '유엔 사무총장은 퇴임 직후(immediately on retirement) 정부 내 직책을 삼가야 한다'는 안이 있다. 유엔 사무총장 퇴임 후 자국에서 정치하는 이도 있지만, 퇴임 후 4∼5년가량 시차를 두고 정부 직책을 맡은 이유이다.

유엔 사무총장 임기 동안에도 수많은 국가에서 문제, 테러, 난민 문제 등등에 우려만 표하는데 그쳐 ‘우려 사무총장’이라는 불명예스러운 별명까지 받은 자가 조국의 상태가 염려된다는 핑계로 대권에 도전하다니 유감이다.

게다가 그는 위안부 문제 등에 박근혜 대통령과 그 측근들의 주장에 손을 들어주고, 위안부 할머니들의 처지는 아랑곳하지 않는 비외교적, 반인권적인 태도까지 보였다.

꼭두각시 박근혜 대통령으로 인해 추락할 대로 추락한 대한민국의 위상을 다시 한번 깎아내리는 처사이다.

이에 우리 해외 민주 동포들은, 반기문 유엔총장의 대권 도전 결정을 재고해 달라는 당부의 뜻을 전한다. 만일 이를 무시하고 끝내 자신의 사욕을 실현하겠다면, 우리는 재외동포로서 가지고 있는 정보력과 국제적 감각을 발휘하여 반 총장의 노욕을 산산이 깨뜨리기 위해 총력을 기울일 것이다.

An Old Man's Avarice--Ban Ki-moon's Cupidity

Ban Ki-moon's "political avarice" should not transport itself to overseas: the Republic of Korea.  Stay Put, Ban Ki-moon.

UN Secretary-General, Ban Ki-moon,  has announced that he will run for the presidential election in the Republic of Korea in the wake of the parliamentary impeachment of Park Geun-hye.

In the case of Kofi Annan, the former Secretary-General, he was promoted as the presidential candidate in Ghana, after his retirement.  However, he refused to accept such an offer. Instead, in 2007 he established a nonprofit "Kofi Annan Foundation" and since 2012,  has been actively engaged in the effort to end the war in Syria and even served as an envoy to the United Nations and the Arab League.

The UN General Assembly resolution adopted in 1946, the year following the establishment of the United Nations, resolved that "the United Nations Secretary General should refrain from partaking a governmental position immediately upon retirement.

"After leaving the office of the UN Secretary General, there were some people who were engaged in the politics in their home countries.  However, in an effort to uphold the resolution adopted, no retired UN leaders have been in charge of governmental positions for about four to five years after their retirement.

During his tenure as Secretary General of the United Nations, Ban expressed his concerns over a number of international issues such as: terrorism, refugee issues, but had failed to establish anything substantial, thus winning a disgraceful nickname of the "Worst Secretary General Ever."

In addition, he has participated actively on the claims of President Park and her aides about the issue of "comfort women" and has shown a non-diplomatic and anti-humanitarian attitudes towards the victims of sex slavery during the WW II.  Ban Ki-moon took the stance of now defunct Park Administration and Japan.  An officer whose duties include "humanitarian and human rights issues" neglected and denied the rights of victims of sex slaves and statutory rape victims, aka "comfort girs/women" 

In fact, he personally called Park Geun-hye, congratulating on a job well done after her administration adopted a humiliating accord between Japan and the  Republic of Korea with the full support of US.

As a result, the Park Geun-hye government has collapsed, engrossed in disgraceful scandals, and a slew of other critically detrimental issues.  

We, the overseas Korean-Americans (2017 Together We  Are Hopeful)  who embrace  and uphold firm democratic values and justice would like to strongly urge outgoing Secretary General of UN, Ban Ki-moon from seeking any political office in South Korea.  He is to refrain from displaying his personal greed and abstain from seeking any political office,  if he is truly concerned about the peaceful and democratic future of his homeland.

Ban Ki-moon should "stay put," and learn from his predecessors and engaged in more diplomatic and peaceful, non-governmental role upon his retirement.
