제가 벨기에에서 막 사역을 시작한 작년 가을, 유럽연합 국회의사당을 방문한 적이 있습니다. 원래 공식적인 유럽연합 국회의사당은 프랑스의 스트라스부르그에 있습니다. 하지만 그곳에는 한 달에 일주일 정도만 전체 회의가 열리고 나머지 대부분의 회의들은 이곳 브뤼셀에 신축된 국회의사당에서 개최됩니다.

27개국의 4억 9,200만 인구를 대변하는 785명의 국회의원들이 모여 유럽연합의 중요한 입법 결정을 하는 국회의사당을 방문하는 것은 매우 의미심장한 시간이었습니다. 당시 그곳에서 근무하던 한 자매님의 안내를 받아 각종 대소 회의실과 국회의원 집무실 그리고 총회의장을 둘러보았습니다. 그중 가장 인상적인 곳은 총회의장이었습니다.

의원들의 좌석마다 언어를 선택할 수 있었고, 회의장 2층에는 25개의 언어로 통역할 수 있는 부스들이 설치되어 있었습니다. 현재 유럽연합의 공식 언어는 23개입니다. 홈페이지에만 들어가도 22개의 언어로 접속할 수 있도록 되어 있습니다. 물론 의사당 입구에도 유럽연합 회원국들의 국기가 게양되어 있으며, 총회의장에도 각 나라 국기들이 걸려 있었습니다.

저는 총회의장 입구에서 전체를 한눈에 바라보면서 잠시 묵상에 잠겼습니다. 다양성 속의 일치(Unity in diversity)를 추구하는 유럽연합의 비전, 1950년 5월 9일 프랑스의 외무장관 로버스 슈만(Robert Schuman)이 제안했던 꿈 같은 청사진이 이제는 어엿한 현실로 우리 앞에 다가와 있었습니다. 어쩌면 그도 그의 꿈이 이렇게 이루어질 것이라고는 기대하지 않았을지 모릅니다. 하지만 언어와 민족 그리고 문화가 매우 다양한 여러 나라들이 수많은 협의를 통해 한걸음씩 나아가 지금의 유럽연합 공동체를 탄생시켰다는 것은 매우 의미 있는 사건이라고 말하지 않을 수 없습니다. 그래서 유럽연합의 정부가 있는 지하철역 이름도 Schuman역으로 명명되었고 슈만 선언(Schuman Declaration)이 발표된 5월 9일은 유럽의 날(Europe Day)로 지켜집니다.

그런데 유럽연합 국회에서 특별히 저의 관심을 끈 것은 여러 나라 국기들과 함께 각 나라 언어들이 공평하게 존중되는 소위 ‘다언어평등주의(multilingualism)’였습니다. 이 23개 언어를 다른 각 나라 언어로 통·번역하기 위해서는 모두 506회의 경우의 수(22x23=506)가 발생합니다. 이를 위해 국회는 매우 수준 높은 통·번역 서비스를 제공하면서도 엄격한 규정에 의해 주어진 예산 내에서 효율적으로 집행하기 위해 노력하고 있습니다. 이를 위해 전문 번역사만 700명, 프리랜서 통역사는 2,500명, 그리고 170명의 법률·언어 전문가가 모든 문서들을 작성·검토하고 있습니다. 이렇게 합의를 도출하기 위해 거쳐야 하는 많은 노력에도 불구하고 유럽연합은 지금도 한걸음씩 전진하면서 유럽의 진정한 평화와 통합을 이루기 위한 비전을 성취해나가고 있는 것입니다.

저는 한인 디아스포라 교회도 이러한 마인드를 가질 필요가 있다고 생각합니다. 해외에 있는 한인 교회로서 주님께서 보내주시는 모든 민족들을 품을 수 있는 넓은 마음을 가질 수 있어야 한다고 믿습니다. 국제 결혼하신 가정과 그 자녀들, 입양아, 조선족 및 고려인, 그리고 탈북자까지는 최소한 우리 교회 사역의 일차 대상이 되어야 하고, 나아가 주님께서 보내시는 모든 영혼들을 섬길 수 있는 준비가 갖춰진 글로벌 킹덤 비전(Global Kingdom Vision)을 가질 때 주님께서 우리 한인 디아스포라 교회를 더 귀하게 사용하실 줄 믿습니다.

장차 하나님의 나라가 완성될 때 모든 열방들이 하나 되어 하나님을 찬양하는 비전을 사도 요한은 계 7:9에서 우리에게 보여줍니다. 저는 유럽연합의 국회의사당에서 바로 그와 같은 비전을 보았습니다. 우리도 동일한 비전을 품고 성령의 능력으로 이 킹덤 비전(Kingdom Vision)을 이룰 수 있기를 기원합니다.  

Last fall, not long before I had started my ministry in Belgium, I had the opportunity to visit EU parliament. The official EU parliament building is in Strasbourg, France. But about one week per month is spent there and all the other sessions are held in the buildings of Brussels.

It was a really significant moment for me to visit this parliament building where all the important legislations were made for EU by 785 MEP (members of European parliament) representing 27 countries and 492 million people. By the guidance of one sister who was working there at that time, I could look around various rooms but the most impressive one was of course the plenary session room.

Each person can choose his/her own language and there were total 25 booths of interpretation at the second floor. At present, the official languages of EU are 23 and if we enter the official web site of the parliament (http://www.europarl.europa.eu/), we can access at least 22 languages. All the flags of EU are hoisted in front of the building and at the plenary session room as well.

When I stood at the entrance of the plenary session room and saw it, I took a pause to have some meditation. The EU vision, namely, that of unity in diversity, which was suggested by Robert Schuman, the foreign minister of France on May 9, 1950, is now a reality. Perhaps Schuman himself was not completely sure that his dream could come true like this. Anyway, the fact that so many different countries with different languages, nations and cultures could give birth to European Union through various discussions and agreements is a very significant achievement in modern history, I believe. It is why the subway station where European commission and council are situated is named as ‘Schuman’ and May 9 when his declared his vision is celebrated as ‘Europe Day’.

What attracted me most at the room was the so called ‘multilingualism’ in addition to the various national flags. It means that every language was treated equally. To translate and interpret 23 official languages into 22 others, (the number of possible language combinations is 506), the European Parliament provides a high quality of translation and interpretation service. It employs almost 700 translators and 2,500 freelance interpreters and 170 lawyer-linguists responsible for ensuring the conformity of legal texts in all EU languages. In spite of the fact that much effort has to be done in order to reach agreement, EU still goes forward step by step so that it might fulfill the vision to achieve peace and to integrate European countries.

I personally believe that Korean Diaspora church also needs this kind of mind-set. Being located at the international context, we have to widen our heart so that we might be able to embrace all kinds of people God sends to us. At least international family and their children, Korean adoptee, Koreans from Manchuria and central Asia and North Korean refugees should be our first target group and furthermore, we should be ready to serve all the people who come to our church. When we have this kind of global Kingdom vision, I am fully convinced that our Lord will bless Korean Diaspora church much more abundantly.

Apostle John has seen the vision in Rev. 7:9 that when the Kingdom of God is consummated, all the nations will be untied and gather together to give praise to our God. I have seen this kind of vision at the plenary session room of EU parliament. I hope that we might have the same Kingdom vision and fulfill it by the power of the Holy Spirit.
