미국 연합감리교단(United Methodist Church)이 7월 10일 최성남 목사(뉴저지 가나안한인교회)의 배임 혐의 감사(Forensic audit) 결과를 공식 발표하고 밝혀진 혐의에 대해선 사법당국에 넘길 예정이라고 밝혔다. UMC 제자국(General Board of Discipleship)은 최 목사가 상습적으로 지원금을 착복했고, 여러 건의 지원금에도 비정상적으로 관여한 것으로 의심된다고 덧붙였다.
제자국 발표 내용에 따르면, 2003년 11월부터 2010년 6월까지 제자국 한국 및 아시아·태평양 지역 목회 담당자(General Board Of discipleship·Director of Korean, Asian America, & Pacific Islander's Ministries)로 일한 최 목사는 소수 인종 교회에 지원하는 제자국 프로그램(Racial Ethnic Local Church Concers) 운영을 맡으면서 4건의 지원금을 신청 목적에 따라 사용하지 않은 채 직접 개인적으로 유용했다. 또, 다른 여러 지원금에도 비정상적인 부분이 있어 최 목사의 개인적인 개입 있고 지원 기금을 나눠가진 것으로 의심된다고 밝혔다.
제자국은 집행 위원회(Executive Committee)가 법률 자문을 통해 감사 결과를 사법당국에 넘길 것이라고 밝혔다. <미주뉴스앤조이>와 통화한 제자국 언론 담당 스티브 H. 존스턴은 "변호사를 통해 일을 진행하고 있다"고 말했다. 그는 이어 '감사가 종료됐으며, 감사 결과 드러난 구체적인 횡령 액수는 밝힐 수 없다'고 덧붙였다.
대뉴저지연회 존 쇼올 감독(Bishop John Schol)은 교단 목회자들에게 보내는 편지에서 "제자국을 섬기는 동안 수만 달러의 돈을 횡령한 최 목사 관련 감사 결과가 사법당국에 전달됐다는 내용을 들었다"고 했다.
쇼올 감독은 이어 "한인 교회 지도자들이 깊게 분열된 모임을 치유하기 위해 일하고 있다"며 '목회자들과 한인 교회의 교인들, 제자국과 그 리더들, 최 목사와 그 가족들, 수 만 달러를 잃게 된 일에 관여한 사람과 상처 받은 사람 모두를 위해 기도하자'고 당부했다.
최 목사는 2010년부터 뉴저지연합교회 담임을 맡아 오다 배임 정황 조사가 시작되고 교회 분란이 계속되자 올해 3월 8일 UMC 탈퇴 의사를 밝히고 자신을 지지하는 교인들과 뉴저지에 가나안한인교회를 개척했다.
NASHVILLE, Tenn. July 10, 2013 /GBOD/ – A forensic audit related to misuse of the General Board of Discipleship’s (GBOD) Racial Ethnic Local Church Concerns grant funds found that a former staff person, the Rev. Sungnam Choi, diverted monies for personal gain from Board-approved grants meant to support various ministry projects within the Korean American United Methodist community. Choi has subsequently surrendered his credentials and returned some of the funds.
Choi was employed by the agency from November 3, 2003, to June 30, 2010, as Director of Korean American and Asian Ministries at GBOD. As a part of his work, Choi provided staff support to the Board’s Committee on Racial Ethnic Local Church Concerns charged with distribution of funds to support racial ethnic ministry programs.
Misuse of funds was suspected when GBOD replied to a group applying for a new Racial Ethnic Local Church Concerns grant that their application would not be considered because they had not filed a report for a previously funded ministry project grant. The group applying for the grant replied that they knew nothing about the previously funded project.
The General Board of Discipleship took immediate action to investigate the situation, and engaged in a nearly year-long intensive forensic audit to determine whether the suspected misuse of funds could be substantiated.
“GBOD takes its stewardship of church funds very seriously,” says Bishop Elaine Stanovsky, President of GBOD’s Board of Directors. She further states, “The established processes of the Board worked to uncover this misuse of funds, and the Board has initiated a review of grant procedures to make them even more secure going forward.”
The forensic audit found irregularities in grant applications involving proposed ministry projects designed to benefit Korean American United Methodist churches and communities. Four grants were identified for which the monies were not used for the purposes outlined in the grant applications and were directed to Sungnam Choi personally. Several additional grants had irregularities that raise further questions related to Choi's personal involvement in and usage of the distributed funds.
Upon recommendation by the Board’s Audit Committee, the General Board of Discipleship’s Executive Committee has instructed the Board’s legal counsel to transfer the results of the findings of the forensic investigation to the appropriate law enforcement bodies.

최성남씨 뉴저지연합교회 부임후 "목사는 돈문제,여자문제가 없어야 하는데 나는 여기서 자유롭다" 큰소리 쳤지요. 진짜 돈과 여자에 문제가 없는 사람은 평소에 그런 점을 의식 안하고 살기 때문에 그런 말도 하지 않는 법 이지요. 그런 문제에서 자유롭지 않은 인간들이 항상 죄의식속에 살기 때문에 저도 모르게 은연중에도 그런 언급을 하는 것 이지요.
